4-2-2 new NOTE

NOTE:

a. Sleeves shall be the same color as the body of the uniform top.

b. The solid color uniform top must clearly contrast from the predominant primary color(s) of the teammates’ uniform top. Predominant color(s) is the color(s) appearing on approximately half of the uniform.

c. Piping/trim no wider than 1 inch at its widest point can be a different color(s) than the uniform top.

Beginning July 1, 2016, the libero shall wear a uniform top that is immediately recognized from all angles as being in clear contrast to and distinct from the other members of the team. Either the libero and/or his/her teammates shall wear a solid colored uniform top. Regarding the solid colored top:

d. Lettering and collars can be different color(s) than the uniform top.

e. Numbers shall be a contrasting color to the uniform top and meet all other specifications in Rule 2-2-4.

The shorts shall be like-colored to teammates.

: Piping is a narrow tube or length of fabric that follows a seam or edge of the uniform top. Trim is ornamentation that is not on a seam.

Rationale:

When both the libero and his/her teammates are in multi-colored uniforms of similar color combinations, it can be very difficult to identify the libero. Requiring either the libero or the other team members to be in a solid color uniform of contrasting color will assist the referees.

a. For the first referee, a whistle, and a set of yellow and red cards, and a coin and a watch.

b. For the second referee, a whistle, lineup "card," a pen/pencil, a set of yellow and red cards, and a coin and a watch.

It is recommended that whistles be black.

Rationale:

The watch is needed as an alternate to a visual timing device in the event of a malfunction.

ART. 4…

d. Prior to a deciding set, the first referee shall call the captains to the officials’ table center of the court for the coin toss with the home team calling the toss (the first referee may request the second referee to conduct the coin toss). The second referee shall conduct the coin toss in front of the officials’ table. After calling the captains, the first referee shall release the teams from the endlines to go to their team benches. Following the coin toss, the second referee shall confirm with the first referee the result of the coin toss and the first referee blows the whistle and signals the teams to change courts or to remain at their same benches depending on the results of the coin toss.

22. If requested by the first referee, c Conduct the coin toss prior to the deciding set.

Rationale:

The coin toss being conducted by the second referee at the officials’ table will be more efficient and enhance the flow of the match.

1. Unnecessary delay is charged to the offending team when an illegal substitute attempts to enter the set. Illegal alignment is charged when an illegal substitute is identified in the set after the whistle/signal for serve and results in a loss of rally/point.

Rationale:

The penalty for an illegal libero identified in the set should be the same as an illegal substitute, loss of rally/point. This change provides consistency in penalties for illegal players in a set.

11-2-3 new NOTE

NOTE:

State associations may determine the number of electronic media time-outs for matches which are transmitted and may reduce the number of charged time-outs.

Rationale:

With the increase in the number of matches being broadcast in some electronic format, it is appropriate to establish a procedure for electronic media time-outs.
